Not rinsing clorox off before bottling?

I just watched an episode of home brewer tv... http://www.homebrewertv.com/page/4 (at about 4:30)

Gary said that after rinsing the bottle in a clorox/water solution not to rinse it off.

I understand that you don't want to introduce new organisms by rinsing it, but is it really ok to leave the clorox residue in the bottles?
 
I feel that bleach absolutely must be rinsed. Chlorine will bond with phenols to make chlorophenols. This will give your beer a nasty plastic chemical flavor.

This one of the reasons many brewers have abandoned bleach in favor of starsan.
