Minimum base malt percentage

I apologize if there is a thread discussing this somewhere..
but I'm formulating a recipe for a Peanut Butter Stout and after all is said and done my base malt percentage is around 70%.

What is the lowest you generally want this around?

I know there has to be enough diastatic power to convert the specialty grains, oats, etc.

The rule of thumb that gets tossed around is that you want an average of 50 Lintner diastatic power from all of your grains, though I have never experimented with this personally. 70% 2-row should be more than enough.
