Lactose or Infection

Has anyone used Lactose in a Porter or Stout and noticed a white film during fermentation. I'm making a Milk Chocolate Porter and used 3/4 of a pound of lactose during the last 15 minutes of boil. I have transferred to secondary where it has been sitting for a little over a week and I have noticed I have a white milky film floating on top. I am pretty sure I dont have an infection but I have never seen anything like this before... Has anyone else seen this? Please ease my mind... I will mention that I added some cocoa nibs and a vanilla bean in the secondary and didnt try to sanitize either. Still I dont think I have an infection.

Hope you can see whats going on by the pic... im still a little new to adding pics to a post. You can see the white film in the middle of the pic and the cocoa nibs in the back.
 
That's a pellicle. I have 3 of them on beers right now.

Brett or lacto would be my bet.

Take a taste, see how it's doing.
