My plans are to use 15lbs of 2-row for a 5.5gal batch. Here is what I have available:

1lb Cascade
2oz Simcoe
2oz Amarillo
10oz Citra

I'll be using Wyeast American Ale II (never used it before, but it claims to be "fruitier" than 1056).

I like my IPA's to be in the 60-70IBU range. My current thought process has me here:

60: .8oz Magnum
15: 1oz Cascade
2: 2oz Cascade + 2oz Amarillo
Dry hop: 1oz Citra, 1oz Cascade, 1oz Simcoe

This puts me at ~62 IBU's per Beersmith.

Any suggestions would be greatly appreciated!
 
Looks good so far. I personally like a good amount more hops at flame out/whirlpool hopstand. I would duplicate the 2oz cascade and 2 oz Amarillo for a 30 min hopstand at 165. I even would double the dry hop for a punch you in the face aroma.
 
I would suggest a large hopstand over hopbursting. I used to hopburst until I started experimenting with hopstanding and its vastly superior IME. You can add as muich as you want and it still keeps the bitterness to an absolute minimum. With your hops listed, here what Id do
@60: 1 oz cascade or whatever, not going to taste it
@10: 1 oz citra
@0: 2 oz citra / 2 oz simcoe / 2 oz amarillo
*30min hopstand before chilling*
@dry1: 2 oz cascade
@dry2: 2 oz citra
