Normally I ferment my IPA for 3 weeks and 1 week dry hop then keg.

What would happen of I ferment for 1.5 weeks and dry hop for 3 or 4 days.

Would it be a big difference.
 
It would make a difference. How much? It depends on yeast strain, ferment temp, Pitch rate, oxygenation, how well oxygen is kept out, recipe (eg. OG). In general, your beer might be fresher, less flocculated (cloudier), more estery/yeasty. But it really depends on your processes. The only way to answer the question is to try it yourself, ideally with a split-batch.
