I wanted to send a friend of mine a few bottles of my homebrew. I am in AZ and she is in NY. Where would I go to determine the legality of this plan and does anybody have any suggestions as to how to safely ship a six-pack of 12oz bottles?
 
It is illegal to ship via USPS.
It is against policy to ship DHL, UPS, Fed Ex.

Use one of those services. Don't reveal the contents. You can volunteer that it's glassware. Some say Yeast samples for analysis, but I don't think that this fools anyone. Don't get insurance.
Wrap the bottles in plastic wrap. If they break and leak they will be written off as undeliverable. The biggest danger is bottle to bottle contact which is the biggest source of breakage. Better to completely immobilize the bottles.
