A bucket, a bag of ice, and a couple of hours works ok too. All told I think you're looking at around $140 for the set-up, $15 for the CO2, and maybe $10 for a bucket and ice.
 
The fridge serves as a means by which to keep the beer cold. If you're planning on consuming a lot of the beer quickly, or don't mind refilling a bucket with ice frequently, then that works just as well too. Someone here made a pretty nice looking kegerator out of a garbage can :)

A bucket with ice also works if you just want to force carb and then bottle too. For me though, having beer on tap, cold, whenever I feel like it was worth having the fridge.
