I worked on this recipe a bit to try and being new thought I would run it by the knowledgeable guys first

Well, it's quite a complex malt bill for an Octoberfest, I think. Honestly, you can remove the Vienna entirely (replacing it with Munich), since it's really not going to contribute any noticeable unique flavor through the rest of the malts. And, generally, I thought Oktoberfests were usually 50% Pils / 50% munich, so I would consider changing the pale 2-row to pilsner, if possible.
 
I'd also drop the caramel 40 and biscuit malt. While you do pick up bready/biscuity flavors in a marzen style Oktoberfest, it should be more from the Munich malt. German style lagers are usually pretty light on specialty grains and get most of their flavor from high quality base malts and good fermentation practices.

HOLY SMOKES. I personally think you are way overdoing the grain bill.

SIMPLE SIMPLE SIMPLE. Make the grain bill simple and the process complex.
