Gravity question

I've got a Williams Brewing California Pilsner fermenting and I checked the gravity a couple days before the 3 week mark and it was at 1.022.
I checked again today, 4 days later, and it's still 1.022 which seems high.
Williams stated in the instructions that the finished gravity should be around 1.017. I guess my question is, should I wait another week or go ahead and bottle since the gravity doesn't seem to be budging?
