Grainfather Glycol Chiller 1st use error

I am using a GC4 Grainfather Glycol chiller and conical fermenter and have an error symbol when starting up. From what I've read its low glycol /water. Can't understand why this would be as I put in 4 litres of water and 2 litres of glycol as per the instructions.
Any ideas?
