General ABV guidelines?

To get around 5.0 ABV how much DME would you have to ferment for a 5 gal batch? How does the specialty malt(s) contribute?

Looking at "Brewing Classic Styles" for the red ale it calls for 8.1lbs of English Pale Ale LME. Which is 8.1/1.17 DME - According to my reading. That would be 6.9lbs of DME.

The listed ABV for the recipe is only 5.2.

Different yeasts have different ranges of expected attenuation. Also, the attenuation can be affected by pitching rate, fermentation conditions, etc. Higher attenuation = more sugars consumed = higher ABV.
