So I
Completely forgot to add fruit and secondary before fermentation had completely stopped on a fruit beer. What's my best course of action, still secondary and add the fruit (concentrate) or add it to primary?

Add to either. There is plenty of yeast to work on the fruit.

Secondary is for after fermentation has stopped, so run with that plan. I'm not quite sure what your initial plan was to be honest.

This is one of the few times I will recommend using a secondary. Put your fruit in, rack the beer on top of it. Put on the airlock and wait. Make sure you have enough space above the beer for a second krausen or use a blowoff because your fruit should start another ferment period.

When I added fruit to primary I didn't get the flavor I was expecting. I blamed it on the big yeast cake on the bottom absorbing flavor. Maybe I was wrong?
