For my first attempt at brewing without a kit I want to convert the well known cream of three crops recipe to 5 gallon partial mash. Please tell me what you think about the following

2 Row Pale Malt - 3 lbs.
Flaked Corn - 2 lbs.
Flaked Rice - 1 lb.
Extra light DME - 2 Lbs.

Williamette - 1oz. at 60 min

6o minute mash at 152
60 minute boil

The goal was to make a beer for my Dad who requested something similar to Rolling Rock. I'm hoping this will turn out a little bit better then that. I am not sure if there is a better hop to use. I'd like to stick to nice round ounces so that there is no waste.

You pretty much nailed the recipe, just a tad heavy on the OG vs the recipe (1.040) "As Seen On HBT" (but, tbh, I do the same at 1.048).

I use Hallertauer Hersbrucker (@60) and Willamette (@30) to make up the 14 IBUs, but there's so little hop presence in this brew one could use darned near anything tasty in preciously small amounts and end up with a good beer for the style...
