So I have a 4 gallon bucket for fermentation, with a 13.5 quart batch. Just pitched yesterday and today its blowing out the airlock with foam.

Is it safe to transfer to a 5 gallon, sanitized bucket?

Blowoff tube = tube from the top of your fermenter to a jug of sanitizer.

Just acts as a large airlock that doesn't clog.
 
I don't know about transferring at this stage, but there are a couple of other options:
1. If it's fermenting a little on the warm side, you could cool it to around 65 drgrees (actual wort/beer temperature) with a swamp cooler. That should calm the fermentation down, and might result in better tasting beer, depending on style, etc.
2. You could use a blow-off tube for a few days.

I fitted a blow off tube for now, I am fermenting at 68 degrees now, the batch was a little larger than intended and this was my first yeast starter with stir plate!

I guess my yeast is very happy!
