So I have a 5 gallon IPA batch in my closet which is at a pretty steady 68 - 70 degrees. I do have my fermenting bucket in a larger bucket of water to help maintain a steady temp. My question is, is the temperature too high or is it ok? From what I gather fermenting temp and room temp are different.

What is the temp of the water bath? You are correct, ambient temp is different from ferm temp by as much as 10 degrees...your water bath should help

You should be fine then. How far along is fermentation? If the water bath temp starts climbing too high (above 68) just use ice to keep it in check.

Fermentation is basically done, it's been almost two weeks now. Plan on leaving it for another week then racking and dry hopping for another week. Haven't taken a gravity reading yet tho and I'm still getting about two bubbles a minute so I might leave it a little longer in the primary

At this point, I recommend taking the fermentor out of the bath and allowing it warm up. This will keep the yeast active a little bit longer, helping fully-attenuate your beer. Since primary fermentation is nearly complete, there will be virtually no flavor contributed by yeast activity at this point.
