for cider? not really. You'll get a nice fine pillow of white foam on top that's maybe 1/8" thick for a couple days, then that'll dissipate and you'll have a clear surface that looks like the surface of a fizzing soft drink.

what's "to the shoulder"? You mean it's up to the neck? If it's to the bottom of the neck, I'd take some out and drink it. If it's to the bottom of the angled part of the bottle, then it's fine.
