a 15 gallon one is $70 and the stand is another $74. They need to be drop shipped, so you'll likely pay a bit for shipping. The total is going to probably be over $175. your definition of 'cheap' and my definition of 'cheap' are very different. 
But, yeah... I don't see why it wouldn't work.

Eh, I could rig something wood for the stand. But a 15 gallon conical that you put fittings on for $70 + what less than that for shipping, vs a $200 6.5 gallon PE conical that leaks based on reviews I've seen....

It will work fine with a couple of caveats
1 your wort need to be protected from light so no difference from a glass or other plastic fermenter.
2 if it's like the one I have it didn't seal all that well so it works well as a primary only and you need to transfer after a week to a secondary
