Beergas not producing head

I just got back from the Welding shop and they gave me a beer mix of 70/30 and when I hooked it up to my keg and stout faucet, no head at all under 30 PSI. The beer is carbed appropriately and figured the beer gas would do the rest. Do I need to let it sit under 30 PSI for a while? I just assumed holing it under 30 PSI and pouring would produce the typical Guinness head I was expecting. Any advice?
 
What did you carbonate it with prior to using the 70/30 mix?
The 70/30 mix has to diffuse into the beer, and this is affected by temperature/time.
 
I carbed it at 2-3 psi for a few weeks. Maybe it needs more carbonation? I was trying to follow the stout carb levels on the carb chart.
 
Most people run their stout faucets at 30-35 psi, so if it produces the desired effect in that range I don't see the problem.
