So I brewed this 6 gallon batch:

Golden Promise 13.0 lb 96 %
Biscuit® MD™ 8.0 oz 3 %

Amarillo United States 1.0 oz 60 min Boil Pellet 8.7%
Opal Germany 0.5 oz 20 min Boil Pellet 6.3%
Opal Germany 0.5 oz 10 min Boil Pellet 6.3%
Ahtanum United States 1.0 oz 5 min Boil Pellet 5.2%
Will dry hop with 2 ounces of Mosiac leaf hops

California Ale Yeast WLP001 White Labs 76.5% 68°F – 73°F

And Hit this after 7 days:

1.059 OG
1.014 FG
36 IBU
5.9% ABV
5 SRM

The problem is that the Opal hops have not given the beer as big of a flavor as I had hoped (I know-I should have looked up the hop characteristics). It tastes great but I want a little more hop flavor before I bottle or keg.

Can I make a "hop tea"/mini-brew that will add flavor?

I was thinking a little DME and some Opal hops boiled for 15 minutes, added to fermenter, and then swirling the fermenter to awaken the yeast? Then another lengthy rest.

While this work or is it not worth the potential contamination/hassle?

I think once you dry hop, you'll have more of the characteristic you want. If it is the Opal you are looking for, use that. Otherwise, there isn't any danger to the hop tea.
