Can anyone tell me when to add DME. Do I add it before I begin to boil ?
 
It depends, but the simple answer would be after you have achieved a boil. One step further would be: If you are doing a concentrated boil and adding about half your volume after the boil (adding 2-3 gallons of water to bring a batch up to 5 gallons), then you are really best off adding half of your extract at the begining of your boil and adding the other half right at the end.
 
When I do extract beers,I use half a 3lb bag of plain DME in the 2.5-3 gallon boil for hop additions. Then remaining DME & all LME at flame out. Less mailard reactions & lighter color.
