Is this used merely to balance pH? Little else?

Going to be making lagers and pilsners for the next 18 months and wondering if I should grab this in bulk.

If you have water that is high in alkalinity, 100ppm or more then the grain bill in very light beers will usually not drop the pH to proper levels

1% acidulated malt will drop .1 pH from what I understand.

If you know your pH and post recipe someone can chime in I'm sure. I'm just getting started in my water modifications, lots to learn!
 
Buy it in bulk? General rates are in the neighborhood of 1-2% of the grain bill. That might be 4oz per batch.
