ABout 3 inches from the top of the sedimant is a ring that looks like yeast. Is this normal?

Yes. It's the ring left by the krausen. as the foam receds it will leave a ring. Don't scrape it back into the wort, it usually contains stuff that's better off flavor wise not being in your beer.

This ring is at the bottom of the carboy, not the top. I'm thinking you're talking about at the top???

"3 inches from the top of the sediment".

it's just the trub and yeast settling out and clinging to the sides of the carboy. no worries. just be careful when racking so to leave all the trub behind.
