I want to dip a turkey baster in there to take sample. is it ok to dunk the baster in starsan and rinse the inside with star san? if i just shake it to get most of the sanitizer out and then dunk it in the wort inside the carboy for a sample will the sanitzer left on the baster effect the fermentation process?

Nope, it's just fine.
Your wort, actually your yeast LOVES starsan. It breaks down and becomes yeast food.
