Mixed one up for the dry yeast I plan on using in an IPA, but was wondering if I really need to make one with the liquid yeast? Thanks!

Not necessary but it will likely speed up your start time for fermentation and is almost mandatory for high gravity brews... if you have the time I would always make a starter. It doesn't hurt.
