IMO, running the fan 24/7 works best. The fan power consumption is almost nothing, so I see no reason not to run it continuously. It keeps the taps, beer lines and anything else in the freezer at a very uniform temp. It also cools down a warm keg faster.

I second this with all that was said as the wattage is like a 7 1/2 watt night light plus uniform temps.
