My recipe calls for 7 days then to secondary with more sugar and more yeast. After fermentation stops it says to Lager cold then bring back up to 70f
for a few weeks ,Question : is the 70f for bottling with primer ?? I keg all my beer so should I just keg after the lagering and just lager more? Not really to sure. about the what and whys.

After lagering seems odd? if it said to do that "before" lagering Id assume it was some kind of d-rest.

Don't follow any instructions that give you timelines for transferring or bottling/kegging. Transfer it to the secondary based on gravity, not number of days. The "lagering" is just used to bulk age and clear the beer, the yeast won't be doing anything but dropping out of suspension. If you keg, then go ahead and keg at the lagering temperature.
