54% attenuation, should I pitch more yeast?

I underpitched a kit I got from LHBS. It's supposed to be a boston lager clone. It's OG was 1.040, it's current stuck at 1.018.

Should I pitch another package of dry yeast? If so, which one?
 
66-68, it's within the range of the instructions. I have no clue what yeast it is. I know it's not a real lager yeast.
