Gravity at 1.016 - Target 1.012 - 1.010 Ok to bottle?

So my beer has been at 1.016 for about a week..I checked 7 days ago and it was 1.017..so I'm guessing its not going any further. Is it ok to bottle when its off the target - should I stick it in secondary so see if anything happens? My OG was 1.064..its been in primary for 3 weeks

Here's my reciepe..

1/2 lbs German Plisner
1/4 lbs Wheat Malt
1/4 lbs Munich Malt
1/4 lbs Belgian Aromatic
1/4 lbs German Cara-pils

1 tsp brew salts
1 tsp Irish Moss

6 lbs Wheat Dry Malt Extract

Wyeast 3944 Belgain Witbier

1 oz Hallertauer (60 min)
1/2 oz Saaz (30 min)
1/2 oz Saaz (15 min)

1 oz bitter orange peel
1/2 oz coriander
paradise seeds

It's probably OK to bottle it now, but leaving it in the fermenter for some additional time definitely won't hurt it. You most likely won't see any more drop in gravity though.
