Flaked oats?

Stupid question time. Do flaked oats get steeped with the regular grains in an extract recipe? My first time using these and I'm unsure.

BTW I'm attempting Dude's pub ale recipe.
 
Thanks for the reply David. I slowed down and thought about it and figured if they were included in the grain bill, then they should be steeped with the grains.

Partial mashes are on the list of things to come.
