I dry hopped an IPA for the second time this past weekend and I plan to bottle this weekend. The IPA has been in secondary for 2-3 weeks (I think 3).

Would it be ok for me to put the carboy in a cold room (40-50 degrees) Thursday or Friday to clear it up? Or just let it sit as is, and hope it clears.

You can definitely cold crash if you are looking for a clearer beer. I always try to cold crash my IPA's in the fridge for a couple days before bottling. No issues whatsoever.
 
Well you're in the beginners brewing section so I imagine this is an Extract beer?

No need to cold crash...especially if you racked to secondary. Avoid agitation of the secondary and rack carefully... you'll be fine.
