what makes this beer taste pretty bad out of bottle but really good from the tap?

Probably old bottles.
I had had both, and they are very close to each other. Make sure where you buy the bottles from goes through the beer quickly. That's the most likely cause.

I think the bottles are ok, but make sure you get it fresh, like any IPA. And yes, the tap has always been better IMO though.

They also had an infection issue last year. I would hope that you wouldnt be buying 8+ month old IPA but its a possibility:
