If I am seeing it right, you put some insulation around the inside of the unit. IMO that's a mistake. You are insulating the COLD out of the unit and making it harder for the unit to work. I would cut the insulation out up to the collar, leave it covering the collar and maybe a little bit lower.

Ale fermentation complete, why is it bubbling again?

I would say its not done fermenting yet. When you moved it you roused the yeast again. Did you take a SG readings?

    Whistling from gas in valve

It might be the sound of the gas going into the keg. You said it stops once the keg has reached pressure. If it's not leaking I wouldn't worry about it.

don't judge me by the length of my dip tube

I wouldn't shorten it... that means you leave drinkable beer in the bottom of the keg! :D

Mine didn't have one, they slapped one on for me when I had it filled. Try someone else.

    CO2 Filling in Raleigh, NC

Oops, I would clarify on the swap issue then. I drop my tank and get it back the next day. No issue, they send it to the regional filling station about 40 miles away. They do it for all the homebrewers and paintball guys because no one wants to give up their shiny new tanks. Try a different...

    Stainless Shank Flange

Note sure on the stainless flange, but had this idea. Build a 1/2" thick rectangular spacer block that all the shanks would go through. Use the same would and stain, use a router on the edges. That should move the faucets out enough to make the handles clear the top. Or you could go the easy...
