8 days later, Fermentation has slowed and Dry hopped. I switched from a blow tube to a 3 piece. Can i remove the Carboy from the swamp cooler now? Do i have to worry about disturbing the trub or yeast? I read temps around 70-72 was good for the yeast to clean things up.

71 degrees in room. 69 degrees in swamp cooler and temp strip on carboy is reading 68-70

I don't think it will make a lot of difference one way or the other. You don't have to worry about shaking up the yeast or trub - it will settle out again when the time comes. Shaking up the carboy is a not uncommon technique to try to finish a stuck fermentation.
 
you really only need the beer in the swamp cooler for the first couple days of active fermenation, most ferm is done in the first 48 hours, the rest is negligible to the taste.
