syphon elbow, no flow, trickle

I purchased a NB false bottom with stainless elbow, and hooked it up with a compression fitting to a Williams weldless kettle valve. However, I am not getting much more than a trickle out of the fully opened valve. I did not use tephlon tape, but just wrench tite. Any suggestions?

I wanted to test my double march pump in a box, but I could not get enough flow into the pump head.
 
do you have a sufficient amount of water in the pot to get the flow started? Even if it were sucking air the water should flow until it hit the bulkhead as long as that area was completely covered.
 
We had this problem on our mash tun. Finally found that the tolerance is too close between the bottom of the pot and the pick up tube causing no flow to poor flow. Turned the pick up tube off 90 degrees and that solved the problem.
