Hi, i would like to brew a strong belgian beer for my next homebrew. I want to know if i brew a beer with 1.101 OG do i need one or two vial of yeast to make my starter. I will be using white labs WLP530.

And how big the yeast starter have to be.

Thank you.

You should only need one yeast vial, and with such a large beer I would probably use at least a cup of dry malt extract to make the starter. You'll want to give the yeast a couple of days but you should have a pretty descent population within 2-3 days.
