Will this be a problem? Should I rock the carboy back and forth to wash this yeast off the side? I intend to cold crash.

If it were me I wouldn't worry about it and that looks like hop material. It also wouldn't hurt anything to rock it slightly it's up to you.

Most of the time I'll rock or swirl mine gently to wash that off the sides. If you have left it on there too long, you might not get as much off as you'd like.

Does it hurt to swirl the beer and put the stuff back in the beer? Does it hurt if you don't get that stuff back in the beer?

I don't know. I've had good enough beers doing either.
 
That’s not just yeast... there are some other stuffs that get caked on the inside of the fermentor that can taste quite bitter. Leave it be... t’will be all right.!
