I'm brewing a RIS with a 1.138 OG, but my LHBS doesn't have White Labs products, just Wyeast. I was planning on using the 099 after the main part of fermentation was done to get it the rest of the way fermented. Does Wyeast have anything that can handle 15%?

WY1762 is probably able to handle 15%, especially if pitch rate is high, yeast and starter are fresh and you aerate well (oxygen preferred), maybe reaerate inside 12hrs. It should be similar to WLP540 and while Wyeast says it tolerates about 12% ABV White Labs says up to 15%. Wyeast recommends this for Imperial Stouts and White Labs says it suits for other high gravity beers (in addition to Belgians). Probably high pitch rate would also diminish excess Belgian character (it shouldn't be the most estery anyway, Wyeast states it has a relatively 'clean' profile).
