I've always carbed my beers at at least 70 degrees and I've never had a problem but where I'm living now, it's harder to keep them that temperature. My basement ambient is 60 degrees so my question is will the beer carb at that temp and just take longer or is that below some threshold necessary to complete the process? Thanks

I had a few batches that were around there, and it seemed to take months to carb, but eventually they turned out really well carbed. I would try to find a way to heat it up if you plan on drinking them before spring, at least that's what happened to me. Maybe an insulated box, with a heating pad or light bulb?

It just will take longer, which isn't really a problem unless you are impatient. My loft in the winter is around that, and it can take upwards of 6-8 weeks for them to carb up. For normal beers that is.

If you have a room with a water heater, washer and dryer, of even your furnace I would set them close to those heat sources.
