Oats are AG only.

Buy vanilla from an online store that specializes in it...it is far cheaper and fresher than what you are likely to get anywhere else. Added benefit is you get plenty of extra so you can make some good desserts and make your own vanilla extract too.

Other than that, your LHBS should sell everything else.

Can I not use regular oatmeal in the steaping stage? Maybe steap it for 15 mins. or so with the other grains?

You can use Quick Oats from the grocery store. They must be mashed, so add an equal amount of 2-row pale malt and steep at 154 degrees for an hour. If you are unclear about the mashing process, check out How To Brew for a fuller discussion.

Around here, vanilla beans are available at World Market at a reasonable price. The McCormick brand at the grocery store is about 3x more expensive. Or, use the Google.
