Please let me know what makes the biggest change in the color?

1. Time of boil
2. Amount of water in the boil
3. OG/Amount of extract in the boil
4. Color of extract

Everything seems to come out the same color with my current techniques.

1 - color of extract ( and other steeping grains)
2 - amount of dilution

Unless you do an extended boil (longer than 90 min) you won't change color that way.

What extract are you using? For best color control, I'd use the lightest Dry Extract you can find. I use Extra Light Dry Extract for my starters. Adjust your color with steeping grains like crystal malts, black malts or even a little bit of a darker extract. You want to start with the lightest extract possible, or everything will turn out a kind of lightish amber color.
