after fermentation is complete, no more than 2-3 drops of the best extract i could find. i'd rather use the vanilla bean boiled in a quart of wort then add a small amount depending on he strength,
 
For a cream ale, my answer would be "never"! A cream ale is a very light American ale, very much like a light American lager. Vanilla wouldn't be very good in a crisp lawnmower beer, in my opinion. Vanilla is good in a porter, or in a sweeter beer, though. A cream ale is so light and crisp and lager-like, though, that I think it would be very odd.
