Using lemon peel in secondary

I bought some dehydrated lemon peel from my local brew shop and had planned on using it in my secondary. I have read a good bit about the pith being bitter and it has me a little scared to dump it all in. Right now I have it soaking in vodka and plan on leaving it for a few days before I rack to the secondary. My question is should I:
1. dump in the peel and vodka
2. just use the vodka after it soaks for a few days
3. not even bother, should have used it at flame out

It is an American wheat, I have 1oz of lemon peel in ~1-2 oz of vodka.

Here is my recipe if interested
Original Gravity (OG): 1.056 (1.059 when adjusted for 68 degree wort)
Bitterness (IBU): 30.0

1 lb milled white wheat steeped at 155 for 30 min
100% Dry Malt Extract - Wheat 6lbs (3 lbs added late, 20 Minutes (Boil))

60 Minute boil
0.5 oz Citra (12.3% Alpha) @ 40 Minutes (Boil)
0.5 oz Citra (12.3% Alpha) @ 15 Minutes (Boil)


white labs IV hefe yeast pitched at 68 degrees
