Depends on what your after
Honey is almost 100% fermentable so the earlier you add it the less flavor and aroma you get.

I like to add it at flameout, some like to add it as active fermentation slows and for the most flavor some use it to carbonate.

Keep in mind that honey will dry the beer out so I also like to add 4oz of malto dextrine to add back some body to the beer, I usually use a pound:)
