I have a porter that has been in the primary for 3 weeks. I have done 3 hydro tests in the past 5 days and got the same reading of 1.015. I was expecting a FG of 1.012.

Should I bottle?

bottle it.

a lot of factors affect yeast attenuation, being off by a few points isnt a big deal. The important thing is that it didnt change gravity over a 5 day period. The rule of thumb I use is to check over a 3 day period, and if no change, its time to bottle.

Yes. 2 or 3 points off an approxiamte FG, and held steady after three weeks, I would say was ready to bottle, or wait another week, like many of us do...it's your choice at this stage.
