tiny pellet looking particals in my beer

I have a batch of beer spent 10 days in primary and 10 in secondary and has very small pellet looking partials floating on the top. I was going to add gellitin to the beer to see if this would clear it up. Do I have to use beer to add the gelitin in or can I use water and just add it to the beer in the secondary

You can be careful and rack underneath these particles or you can get a paint strainer bag or hop bag and fasten it around your racking cane to use as a filter. I've been doing that for beers that have additions that I don't want in my bottle.
