Suggestions/Recommendations?

Brewing my second batch tomorrow and after doing some reading id like to see what more experienced brewers think of my plan so far.

I plan on using:
6lbs of pilsen LME
3lbs Rahr 2-row pale grains
1oz fuggle
1oz Saaz
1oz Centennial
Wyeast Whitbread Activator packet

My questions:
-Do i need to do a protein rest for the 2-row grains? (if so can someone link good instructions on how to do one) or do i basically just crush and steep them in 140 degree water?
- Anyone have recomendations on the order and timing of the hops i am using? i was planning on dry hopping with the centennial (good choice?)?
- Should i make a starter for my Wyeast Whitbread Activator packet?

The 2-row must be mashed, not simply steeped. I'd recommend mashing it in about 4 quarts of water around 153* for 45-50 minutes, then sparge with more water at 170*.

Deathbrewer's Partial Mash thread would be a good read if you haven't already. It explains the process very well.

I think a starter is always a good idea with liquid yeast packs, but if your under 1.060 it should work as-is.
