Still fermenting?

CLE OH.
This beer has sat in primary for 24 days and 8 days in secondary..so far.
Is this still fermenting?
A previous batch of the same brew sat in primary for 13 days and 13 in secondary before bottling and the beer was way way over carbed. I only assume that was the reason why I had gushers and full glass's of foam.
Ill wait until the bubbles disperse before kegging it.

Use your hydrometer. When you get three readings that are the same you'll know it's done fermenting. Differences in temp will influence how it ferments as well as o2 in the water and nutrients. You can't just go on time.
 
Bubbles here mean nothing. If the gravity is stable, you can proceed to bottling/kegging.

Overcarbonation comes from adding too much priming sugar/too much CO2 pressure.
