So i have a 1L starter in the fridge and I was getting ready to decant and then step up for my brew day tomorrow afternoon.

I just realized that i am out of DME. All i could find is some priming sugar.

Would stepping it up with a mixture of corn sugar and yeast nutrient work?
 
I would not step up with sugar. Instead you can boil some first wort, cool it and give your yeast a head start in it.

Absolutely. Yeast is finicky, if it gets used to fermenting sugar, it may not want to convert the maltose in your wort, resulting in a stock fermentation.
