Does it make any difference if you use rice sugar, corn sugar, or malt for your starter?

Yes, it sure does. You want to grow yeast to ferment your beer- so you need to get them accustomed to eating maltose (the primary fermentable sugar in wort). Using a simple sugar will be counterproductive to this.
