Stale hops flavor in my IPA's?

I've brewed a fair amount of beers in my 3 short years of brewing and my beers have gotten pretty consistently delicious. It's rare to have a bad batch these days but my favorite style, IPA, has been difficult for me. Mine consistently come out with a stale or flat hops flavor that will mellow with a lot of time but so will all the other hops flavor. Any ideas? This only happens with my IPAs. The brew store guy suggested adding gypsum to the boil? Thanks everyone.
 
The brew store guy is probably assuming that you have very soft water. Is that the case? Your water profile can have an impact on an IPA.
